Gregory C. Wilshusen, Director of Information Security Issues for the Government Accountability Office has testified to a Senate committee on homeland security that most major federal agencies have weaknesses in their information security protocols.

He says the number of successful breaches has doubled since 2009. Some press reports have misread the GAO's charts on security flaws - underreporting the number of breaches by millions of incidents.

What they missed was the little notation on the chart that says "in thousands," so when they reported 25,566 incidents, what that really meant was is 25,566 million.
